Training on First-to-File Principles
25 February- 8March 2002, Manila

As improved efficiency of IP offices is one of the main objectives of ECAP, two EPO experts spent two weeks in Manila to train Philippine patent examiners in issues relating to the current first-to-file system adopted by the IPO. As the Philippine IPO is refining its patent system, these two experts --one from the EPO receiving section and the other a substantive examiner, elaborated on the "first-to-file" system, including practical matters as well as administrative procedures, within the framework of this activity that is expected to contribute to the improvement of the new patent system.
