ECAP Study Tour of Border Enforcement Agencies in Europe and the First ECAP Regional Meeting.

Heads of ASEAN IP offices and senior representatives from each participating country from customs, police and judiciary conducted a study visit on enforcement and border measures in Brussels and Paris during 25-29 June, 2001.
While in Paris, the ASEAN officials had a series of meetings with representatives of the French government (the customs authority, Defence Ministry, Justice Ministry, Interior Ministry, INPI, Secretary of State for Industry); French industry associations (dealing with audio-visual piracy, toys, fashion design, perfume, textile, mechanics, pharmaceutical products), French industry (Hermes, Chanel) and the National Anti-Counterfeiting Committee, or CNAC. During the meeting which was chaired by CNAC President Mrs B. Douay who?s also an elected representative of the French National Assembly, participants heard a presentation by the French government about the main problems, and policy in enforcement and border measures, as well as situation report on counterfeiting in each ASEAN country. French government and industry representatives had a lively exchange of views with senior ASEAN representatives.
After Paris, the study group proceeded to Brussels for meetings with the World Customs Organization and REACT, a European anti-counterfeiting network representing many right owners, AIDDA and GESAC, two author?s societies. They also heard from a UK customs official on the UK system, as well as two case studies by Nike and Philips Electronics.
As part of this activity, ASEAN participants attended presentations on EU experience in enforcement of IP Rights, and an overview of administrative and legislative tools available at EU level for border enforcement.
This first key regional event was combined on 27 June in Brussels with the first regional and national Committee meeting during which ASEAN and EC officials discussed ECAP project activities.
