Welcome to ECAP II
A welcome by Ly Phanna, Director of the Intellectual Property Division and Secretary of the Inter-Ministerial Committee Supervising the Three Areas of Intellectual Property Rights
Intellectual Property is rapidly gaining recognition all over the world as a key driver for sustained economic growth and development. To ensure efficient and effective protection of intellectual property internally and internationally, the strengthening of regional and global cooperation is of utmost importance and unavoidable.
As a new member country of the World Trade Organization (WTO), Cambodia is well aware that the compliance of her IP legislation with the minimum requirements of the TRIPS Agreement which is one of the annexes of the Agreement Establishing the WTO, needs to be fulfilled in early 2006, the deadline fixed for Least Developed Countries.
Cambodia is proud to be part of EC-ASEAN Intellectual Property Rights Cooperation Program (ECAP II), as she is confident that, through this program, Cambodia will receive various technical assistance necessary to strengthen and modernize her National Intellectual Property System.
On behalf of the Royal Government of Cambodia, allow me to express my sincere thanks to the European Commission for accepting Cambodia, the youngest member of ASEAN, to participate in this ECAP II project. Along with other ASEAN member countries, Cambodia is determined to actively cooperate with the European Commission to help making this project to be successfully implemented.
